Image to PDF Converter

Put photos and scans into a single PDF, one image per page, with the page size and margins you want.

Your files stay on your device. They are processed in your browser and are never uploaded to SumPanda.

Limits: up to 100 images, 25 MB per image and 100 MB in total. HEIC photos are not supported.

Images are scaled to fit the page without cropping or stretching and centered. With Fit to image, the page takes the size of the picture plus the margin.

Next step

How to use the image to pdf converter

  1. Choose images with the picker or drop them onto the box. JPG, PNG and WebP work everywhere, and other formats work if your browser can open them.
  2. Look at the thumbnails and the pixel sizes in the list. Use Up and Down to set the page order, and Remove to drop an image.
  3. Pick a page size (US Letter, A4 or fit to image), an orientation and a margin.
  4. Select Create PDF. Each image becomes one page and the file downloads as images.pdf, or under the image name if you added only one.

How the conversion works in your browser

Every image is opened by your browser, measured and then placed on its own page with the pdf-lib library. JPEG files are copied into the PDF exactly as they are, with no second round of compression, so a photo keeps its original quality and the PDF stays close to the size of the picture. PNG files are embedded losslessly. Formats that PDF cannot hold directly, such as WebP, GIF, BMP and AVIF, are drawn onto a canvas first and saved as PNG when they contain transparency or as high quality JPEG (92 percent) when they do not.

Nothing is uploaded. The images, their names and the finished PDF stay on your device.

Photos taken sideways

Phones usually store a photo in the orientation of the sensor and add a small note, called EXIF orientation, that says how to turn it for display. This tool reads that note. If a JPEG needs turning, it is redrawn upright before it goes into the PDF, so the page matches what you see in your photo app. A JPEG with no rotation note is embedded untouched.

Page size, orientation and margins

US Letter is 612 by 792 points (8.5 by 11 inches) and A4 is 595.28 by 841.89 points (210 by 297 millimeters). With Match each image, a wide picture gets a landscape page and a tall picture gets a portrait page. Images are scaled to fit inside the margins without cropping or stretching, and they are centered. Small images are enlarged to fit, so a low resolution picture will look soft on a full page.

Fit to image makes each page exactly as large as its picture plus the margin, using 96 pixels per inch, so a 400 by 200 pixel image becomes a 300 by 150 point page. Page sizes are capped at 200 inches, the largest size PDF viewers handle.

Limits

The tool refuses input it cannot handle safely and tells you why.

  • Up to 100 images, 25 MB per image and 100 MB in total.
  • Images larger than 16,384 pixels on a side or 120 megapixels are rejected before they can exhaust memory. Some phone browsers cannot draw images that large even below that limit.
  • HEIC and HEIF photos from some phones are not supported. Export them as JPG first. If your browser cannot decode a file, the message says so plainly.
  • Animated GIFs and WebPs use only their first frame.

Tips

Scans for email: choose A4 or Letter with a small margin, so every page has the same size and prints predictably. For a PDF that is only viewed on screen, Fit to image avoids white borders.

To combine the result with other documents, use the merge PDF tool. To shrink large photos before they go into a PDF, run them through the image compressor or the image resizer first.

Assumptions and limits

  • Images are processed on your device and are not uploaded or stored by SumPanda.
  • One image per page. The tool does not place several images on a page or add text.
  • Scaling never crops or distorts an image. Colors may shift slightly for images with unusual color profiles because browsers convert them when drawing.
  • The page count equals the number of images. The limits are 100 images, 25 MB each and 100 MB total.
  • The PDF contains the pictures only. It does not run text recognition, so the text in a scan cannot be selected.

Frequently asked questions

Does converting a JPG to PDF lower its quality?

Not when the JPEG has no rotation note and uses ordinary color. The original bytes go straight into the PDF. Files that need turning, and formats such as WebP, are redrawn, and photos are then saved as JPEG at 92 percent quality.

Why are my photos upright in the PDF but sideways elsewhere?

The tool applies the rotation note stored in the photo, the same way your photo app does. Software that ignores that note shows the raw sensor orientation.

Can I make one PDF page larger than the image?

Choose Letter or A4 and the image is scaled up to fill the space inside the margins. For a page that matches the picture exactly, choose Fit to image.

Why was my file from an iPhone rejected?

Photos saved as HEIC are not decoded by this tool, and many browsers cannot read them either. Share or export the photo as a JPG from the Photos app and add that file.

Can I search the text in the PDF afterwards?

No. The pages are pictures, and this tool does not read text from them. A separate text recognition program is needed for that.
